Controls:

Right Mouse - select/place buildings

Left Mouse - delete/cancel selection

Hold Left Mouse - drag camera

Rules:

Miners can only be placed over resource nodes

Miners need to be connected to generators via power lines and connected to the central building via roads

Select miners and generators outside build mode to upgrade efficiency
